Traffic Surveys Using Portable ATCC Along National Highways In India

Traffic related data for planning and analysis was traditionally obtained by conducting traffic surveys manually through regional transport authorities. To standardize the process of data collection and creating of central data repository, MoRT&H envisaged to conducting traffic surveys on National Highways using Portable Automatic Traffic Counter and Classifier (ATCC) Systems.

Automatic Traffic Counter and Classifier (ATCC) is capable of counting vehicles according to their class with help of different non intrusive technologies such as infrared sensors, Pneumatic tubes etc.

The need for information on truck volumes and freight movements is growing as highway engineers realize the importance of truck volume and operating characteristics on the geometric and structural design of roadways and bridges.

  • Calculation of APC (Annual Potential Collection) on toll plazas at national highways.
  • Scheduling the resurfacing, reconditioning, and reconstruction of highways
  • Development of weight enforcement strategies
  • Analysis of alternative highway regulatory and investment policies.

IHMCL was assigned to manage this project. Over 1610 locations (subject to change as per requirements), including 904 locations on stretched managed by NHAI and 706 locations on stretches managed by MoRTH, were identified for conducting traffic surveys using portable ATCC systems. Seven day traffic surveys at these locations would be conducted twice annually. Considering time of completion, capability of agencies to execute the work and to provide increased opportunities for participation, these survey locations were divided into seven zones, consisting of around 170-270 survey locations each. The Control Centre for Traffic Surveys is operational at New Delhi, and traffic surveys have been started in all 7 zones. Further the works of conducting traffic surveys and managing control centre – for auditing and data compilation and analysis –was awarded to separate agencies.
